A proposed constitutional amendment on abortion may be the first time the State uses online notification, as opposed to buying space in state newspapers. This is a major break with past practice and will save the State an estimated $20,000.

ARKANSAS: State Senate approves ban on realistic toy guns, already approved by the House; more from WREG. They also passed the State budget and a plan to spend the State’s $300 million budget surplus. A bill easing constitutional limits on consumer credit loans passed to the full House, but may go back to committee.

DeSoto County: The County Board of Supervisors approved a contract to pave 22 county roads. A list of County and various City closings for Good Friday’s observance. County County officials say they will save $180,000 in inmate medical care this year; WMC and the Daily News have more. Also, the County Supervisor, Allen Latimer, wants to have tougher laws on sex offenders living in the county; more at WMC.

strong>Horn Lake has filed an appeal to the ruling that denied them annexation of disputed land between them and Walls. Starting next school year, Horn Lake High will have a Marine Corps Junior ROTC program. The city’s Board of Aldermen also began the process to add horse-riding trails to Horn Lake Creek park.

Hernando’s Board of Aldermen offered a tax exemption for Pyroil. And Southaven’s Board of Aldermen unanimously approved a slum-clearance ordinance to fight blight.

Stanford Financial Group: Another group of investors is asking an appeals court to free up some of the $1.7 billion in frozen assets.

Treasure Park Apartments: Residents in this Frayser complex say being without electricity, and soon to be without water, isn’t acceptable when they’ve been paying their rents. The resident manager responds. In a related story, nearby Riverwood Apartments have not been torn down despite year-old City assurances it would be.

Lifeblood: New director Susan Berry-Buckley is considering a new building and finding ways of increasing the percentage of Memphians who donate blood as she charts new course for the blood bank.
